Government expects more than 100 “Poupalá” stores to become state heritage

The minister of commerce said in Luanda that he still hopes that the network of more than a hundred public stores, called "Poupalá" and inactive for several years, will become state assets.

Joffre Van-Dúnem, who was speaking to the press on the sidelines of the year-end greetings ceremony, said the state-built stores under the Logistics and Distribution of Essential Products to the People's Restructuring Program implemented in 2008, are widespread in the different provinces of the country.

According to the minister, an exhaustive survey of the situation was carried out, in contact with the municipal administrations and provincial governments, in order to reactivate them.

"The orientation for its award has to come from the municipalities and also give the opportunity to those who are in the municipalities to participate and not only those from the capitals", he said.

The holder of the Commerce portfolio stated that some of these spaces were delivered by contract, but did not work, and managers were given a period of six months to reactivate, after which it would revert to the State.

"The [stores] that do not have contracts, we are working with the respective provincial and municipal governments, to find or a direct adjudication to those who have the capacity to manage it or provincial public tender, so that they can be reopened. ", he stressed.

However, the minister stressed that the stores are not registered as state assets, so a commission was set up consisting of infrastructure officials from the Ministry of Commerce and the national director of Finance Heritage to legalize them.

"This is a step that is being taken, after which we can make a public tender, as soon as it is legalized. The [stores] that are in Luanda, we will make the public tender," he said.

The Angolan official added that the opening of public tenders could take place in the first quarter of 2020.

The construction of this network of commercial units aimed at absorbing the production of peasants, who complain about the difficulties in the flow of products from the interior to the cities, which in the end was not realized.
